The Decoy Commander is a fake version of your actual Legion Commander and can build basic Tech 1 structures, including mines.
Use it to fool your enemy and for extra build power on the front line.
It serves the function of confusing your opponent, so the enemy will/might target the fake one. Like the Commander, decoys can also cloak, and can even Capture units while cloaked—though it does so at reduced speed.
