The Otter works mostly like a construction vehicle, but with an expanded build list that includes T1 naval structures, including the shipyard. Where construction vehicles would struggle on rough terrain, amphibious ones can climb any terrain a bot could, allowing them to cover areas vehicles normally couldn't reach. This gives them utility even when there's no water.

Otters are more expensive and time-consuming to produce than normal vehicle constructors.
