When your installer doesn't seem to run/start, there are some things you can try:

1. Run the installer .exe as  ''Admin''
2. Move your downloaded .exe installer to a different folder than f.e. the default ''Downloads" folder in Windows » Then Run it as  ''Admin''.

These 2 solution have worked for multiple users.
This likely is due to an updated Windows Defender Policy change, where before almost no user had issues, but now they do.
