A world that could be known as Paradise Lost, its ring formed from gigatons of industrial waste, half a millennium worth of obsolete technology and, last but not least, the remnants of its moon, once obliterated to smithereens as a byproduct of faction warfare. All of this mass revolves around the rock planet, wreaking havoc in its wake, raising kilometer-high tornadoes, creating bizarre monsoon patterns, freezing the surface within minutes or, quite the opposite, tearing the ozone layer open and flushing everything with passing, lethal doses of radiation. Needless to say, such otherworldly state of affairs creates a habitat in which every living being capitalises on mobility, virile and majorily windborne reproductive processes, as well as predominantly nomadic way of life. Even the bodies of water themselves are referred to as "Wandering Oceans" on Minjart-7, as their actual placement may shift by a thousand kilometers in one day. The aquatic life doesn't get to become too large to make use of aerial travel, and by default is light/squishy/bouncy enough to survive it.
The abnormal weather patterns are all the more ironic when taken into consideration along with the fact that, everywhere that the rings are not currently present, the forecast is nothing but dull, with hardly any temperature or humidity fluctuation at all. Only that is hardly any consolation considering the chaotic orbit of the rings and their resulting journey sweeping the entirety of planet's surface within 5 terran days anyway.
Depending on who you ask, there may or may not be an immoral, running bet within Cortex exploratory circles, regarding whether or not the next expedition will succeed in raising settlement structures that outlast 5 days on Minjart-7... It's generally considered unwise to bet against the planet.
The effort to revert this celestial body to its fully habitable state would involve recreating its moon, a task huge, but perfectly possible as long as the terraforming party is left in peace to work on it for a decade or so. As far as The Line Worlds are considered, that would be a first.
